I always liked the way it looks with an umlaut:

If you think about it, in English without the umlaut Chloe looks like it would be a single syllable rhyming with Joe. The umlat here means that the ë should be pronounced as another syllable

Likewise Zoe should be Zoë. A recent alternative has been Zoey because when the name came back into popularity in the 1970’s many people did not know how to pronounce it any more so this spelling helped people get it right.

The most famous Chloë I know of who uses an umlat is Chloë Sevigny.

I understand in French it is commonly Chloé with an accent aigu.
