My guess is - you don’t know html? Any kind of server side scripting?

So, if you do - great! It’s pretty easy at that point to start putting together what you want.

However, if you don’t know it…you’re young, and I’d highly recommend learning. It’s fun, and commercially viable…eg, as a young person, you could easily get a part time job getting paid for html, php, mysql, ruby on rails, ajax, etc.

To your question about getting help…well, a lot of companies charge money for that kind of thing, thousands of dollars, etc. If you learn the technology yourself, then it’s cheaper, you just invest your time.

Start with learning about domains - eg, the address you want to buy. That will cost 6-15 dollars per year. Then hosting will cost another 10-500 dollars a month, depending on what you want to get. And you’ll need to be 18 to purchase these things (eg, have your parents do it).

Next, you’ll need to setup the site…youtube has API’s you can use for videos, and for photos, you could use photobuckets API’s. Good luck.

I rather advice you to visit www.multiply.com where you can make your own webpage. You can also use www.4shared.com for uploading them so that you can share those you uploaded through a link. Good luck.
