You can use Windows Movie Maker or any movie making program that comes with your computer and you can burn them on to DVDs if you have a burner drive on your computer but if not, invest in a good program that will come with a DVD burner because you get a lot more special effects. I would recommend HP DVD Showbiz or Nero 8.
