Why is USAID spending $22 million dollars to train programmers in Sri Lanka?

The United Nations is starting up sanctions against them due to their government’s utter failure and rampant corruption. BUT, the US has decided to hose Americans, the jobless in our own country and help out some foreign dictator…why does this story sound so familiar?
