Unified Success Online (USO99) a Scam or Legal?

This question has been asked by an individual who registered with FunAdvice today (4 Nov 2013) and has asked this question solely in order to publicise and personally “recommend” this dubious company.

The further “recommendation”, double posted by “kenz31”, likewise has been posted by an individual who similarly registered with FunAdvice today (4 Nov 2013) evidently with the sole intention of responding to this specific question.

The link provided by the OP goes to a blog that makes reference to “sales” in 2011, and yet an independent Google search for this company shows it was only registered LAST MONTH (circa 11 Oct 2013) according to a Philippines Department of Trade and Industry “Certificate” which EXPLICITLY STATES that

“This certificate is not a license to engage in any kind of business and valid only at the scope indicated herein”

….. and the only “scope” indicated, as far as I can see, is “NATIONAL” - implying that the certificate (which is in any case not even a license to engage in any kind of business) has ABSOLUTELY NO VALIDITY outside of the Philippines.
