How can I turn a spider cape into a spider queen costume?

I have this old spider cape thing. It pretty much looks like a black cape but its sheer. It has a silver spider web layered on top of the basic black and it has little spiders on it. How can I take that one piece and turn it into a whole costume. I was thinking that my color scheme could be black, silver and royal blue. I was also thinking that i coud put silver highlights in my dark brown hair and paint my nails silver. I don’t know what to do about the outfit. LIke do I wear a skirt, pants, a tank top? Any ideas? I don’t want to spend too much money though!

wear a crown. Its not so much about the costume you wear but as how you do it. You want to be an evil queen… muahahaha act like one. ;)
