Is it true that for a postponed concert you have to buy tickets off people who already have them?

Okay so this November there’s this concert coming up in NC that I really want to go to after I had missed this band when they came to my town before. It’s actually a concert that was postponed. The concert was supposed to be in late April then it was changed to November. Anyways I heard from a girl on youtube and she explained that she heard that you have to buy tickets off people who already have them since the concert was postponed and that some people are already selling them online. I don’t know for sure that’s true but I wanted to ask here. I was hoping later on in a few months tickets would be available like on Ticketmaster. The concert has also been changed to a different venue than the one before so I was thinking maybe the previous tickets wouldn’t work anyways since the venue was changed. I was just curious because like I said I really want to go to this concert. So if anyone have any ideas about this it would help a whole lot. Thanks!
