well it really just depends on the piercing place it’ll be between 30$ and 90$ apparently I have seen it for usually 50$ by me and the one place I go to by me does anything besides genital and nipple piercings without a parent 16 and up

The cost depends on which piercer you go to and what their standards are. You’ll only have to have your parent/legal guardian with you when you get it done if your under 18. It can’t just be some random adult, it has to be a parent/legal guardian.
