It means that as hard as you may try, you may never find it. it is a line from the Constitution, explaining the freedom of the pursuit of happiness. you may pursue happiness, but you might never find it.

lol well in the constitution it states that every man has the right to the pursuit of happiness… which means kinda like reach for the “american dream” and all that basically just the right to fight for what he wants to be happy.
