Is there a way that I can send ring tones to my phone without having to open a browser on my phone?

jw cause if i open a browser it costs a busload of money

That depends on what interfaces your phone has.

I have a phone with a memory card and an USB plug. I can load it as a disk drive into my computer and then copy files to it. If they are music, I can use them as ringtones.

I could also use a PC that has bluetooth and connect it to the bluetooth on my phone and copy a ring tone from the PC to the phone. But USB is easier to me, because I usually have my bluetooth off (for virus protection).

And the last resort, ugly, brute-force option: If your phone has got neither bluetooth nor USB but it can record sounds and use the sounds as a ring tone, you could just go to a quiet place, play your favorite ring tone on another device and record it to your phone. If you have a headset/microphone plug on your phone, get a 2-way sound cable ( http://funadvice.com/r/15pmtpdlk0d ) and play it directly from sound output to sound input.

Oh and of course, you first have to check your phones instruction on what kind of sound files it can play and use as a ring tone. Some of them do mp3 but others have weird and exotic file formats.
