Ah, finally a question I love.
They are really called “Capes of achievement” they are buyable when you’ve reached the max level in something (which is level 99). A skill cape is nothing more than “hey I got 99 in this skill.” Basically they are just show off. I’d rather have my firecape when I go to abyssal demons and camp there.
