How can I get this pudge on my lower stomach flatter?

It’s so annoying. And like my inner thighs too? How can I make that muscle and not just flubbery fat?

for the lower abs. you can lie flat on you back put you legs in the air and pretent you riding a bike. but doing it that way it takes a while so be paitent. about the inner thighs you can to squats sooo um… have fun
