No that would not constitute sexual intercourse. Sperm can make its way into the vagina even from the areas closer to the outside. If there is any contact between sperm and a woman’s genitelia, then there is a risk of pregnancy. However, the chances of becoming pregnant this way are extremely slim and can almost be disregarded. In saying that, it is always wise to use protection (in the guy’s case) when there is any such (close) physical contact.
