How does the president control bureaucracy?

Answer #1

The president doesn’t really “control” bureaucracy, he just hires the people he believes will be the most loyal into key positions in government. Since a president needs to do this to ensure progress is made during their time in office, the issuance of term limits to keep the checks and balances of the bureaucracy are necessary.
