You should read the answers given here just a day ago:
A place that will pierce you illegally (and that’s exactly what it is) is not a reputable place, and you shouldn’t go there.
If they lie about who they pierce to the people who could close them down, imagine what they’ll lie to you about–you mean nothing to them but $$$.
