I have 3 cats one is 2 years old and her 2 kittens one is 5 and a half months old and the other is about 1 and a half months old the oldest uses the litter box but the other 2 will only urinate in the box and they will deficate on the floor in various places in the house favorites are in the basement (kids room under beds, or laundry room) or in the upstairs bedroom under the dresser. how can I stop this behavior???

That can sometimes be a hard habit to break, try placing multiple litter boxes in the house especially in the spots that they mainly defecate.
