if you are to thin then you wont get a period but when you start to put on weight you will get them

Are you very underweight? This could be why. But it is very unusual not to have it by your age, I suggest you get checked out by a doctor ASAP.

there are a few things that can affect your period and put it off from comming being underweight and having an eating disorder can put it off, and actually make you infertile as well drug and alcohol abuse will also put it off and can also make you infertile and some diseases can affect it from comming as well at 17 you should have got it by now, you might end up being a late bloomer, but by your age you need to see if anything is wrong and so they can check if you have a fully functioning vagina so right now you need to see your doctor tell him/her that you havent got one yet, they should be able to take a look at you, do a few tests and see if your a late bloomer or if theres a more seriouse problem why it hasnt come yet

I don’t think it’s right to be telling her that it is ok and not to worry. It’s not normal and she needs to get checked out.
