Naruto Ultimate Ninja Storm

Is it possible to get storm pack 1 and 2 now? I know people say you can only get it when you had preordered the game back when it came out. I notice last time they had the storm packs downloadeble in the PSN europe store. I downloaded the packs but they dont seem to work… Is their anyother way you can still obtain them? Has anyone tried what I did?

I don’t know I just downloaded mine of ps store. the US one. and it wrked fine.
