What can be done our dog is always scratching no fleas. She is a chihuahua and always smacking and licking her face.
sounds like allergies, this time of year my chihuahua chews on her feet, so I rinse them off when she come in from being outside, could also be food allergies.
Chihuahuas are known to do that if they are bored. But she could also have a skin irritation, better take her to a vet for confirmation.
Sounds like allergies to me, too...
