In the context of web logs / ‘blogs / blogging and other kinds of personal web sites it’s some kind of list of questions that you saw somewhere else and you decided to answer the questions. Then someone else sees them and does them and so on and so on. I generally consider these to be actual questions and not some multiple choice quizzes that determine some result at the end (what color you are most like, what cartoon character are you, what 80s movie are you).

To expand on filetofspam’s explanation, a meme is a word coined (invented) by Richard Dawkins to explain how ideas, customs, traditions, skills, stories, etc. are passed along from one generation to another in a person-to-person manner by story telling, imitation or teaching, that are important to a cultures identity and sometimes survival.

The manner in which these ‘instructions’ are passed along from person to person often allow for slight variations in their content or essence that over time (hundreds of years) changes them in ways that can become quite significant and different than was originally intended. The Christian tradition of Christmas is a meme, it originally was a tradition of giving thanks for Christ’s sacrifice for the sins of man that over time, is losing that initial significance and is now becoming a season of gift giving.
