bad lungs not enough oxygen to brain? what will happen

if a person has bad lungs,because they have suffered from heart problems. and do not get enough oxygen to there brain. does it slowly make them dumb? over a long time frame…like there whole life? will there life be shortened?

Cerebal hypoxia or lack of oxygen to the brain generally causes lethargy, confusion and clumsiness. Not oxygenating your blood well does lead to potentially life threatening health problems. Pulse oximiters used to be expensive instruments you would only find in hospitals but now you can find them in drug stores often starting under $30. If you are worried that you or someone you care about isn’t getting enough oxygen than getting one would be a good investment.
