“Parental consent” means exactly that … your sister is not a “parent”, and without any sort of documentation to prove she is a guardian, you won’t be able to get a piercing.

My daughter was going to school in another town and decided to get a tattoo when she was 17 - they wouldn’t accept her guardian’s permission … they actually called me to verify that it was okay.

In the end, you plan to get a piercing (without permission) that you can’t hide … what do you think is going to happen when your parents see it? They’re going to order you to take it out … time and money wasted.

I would definitely ask your mom if you can have it as a Christmas present, if you celebrate it. My parents are extremely old fashioned, but when I was young and wanted my cartilage pierced, I showed them pictures of how it looked and asked to get it as a birthday present and they agreed.
