You can always go under the table and do this but if you make more than a certain amount of money, It would be considered a business and I believe you have to be licensed because of health codes in most states since cutting hair is a sanitary issue. So cutting your brothers and sisters hair and maybe some friends every now and then is probably fine but don't create a barbershop in your garage.
You can cut friends & family's hair in the privacy of your own home without a license but you can't legally charge them money for it. It's illegal and is very seriously regulated by the state. Also, you can be sued if you mess something up, and since you aren't licensed you cannot have malpractice insurance.

you guys are party poopers, go for it(: cutting hair really relaxes me and im really good at it. so when im old enough i am going to school for it, for now i charge $20 for styling with curls $10 for straight. i love it..nd it stays for up to 3 days(: lol
Yes. But at 14 consequences are not the same as those you would meet at the age 18. No one is going to be suing you. Fines or imprisonment isnt likely to happen. At 14 you can afford to fool around. At 18, the real world quits giving you breaks.
You have to be licensed in order to legally cut hair. Whether it is at your own home or not. I believe you could probably start a salon out of your home, but it would still need to meet codes and regulations and all the rest of it.
