What does your jean jacket look like? Is it solid blue and you want to make the outer part look lighter like in the picture? If so, you could always use bleach. When using bleach though, make sure to not leave it in for a long time because the fabric can get damaged but it will get lighter! You can use a brush and rub the jacket down on areas you want to make lighter.

Dilute some bleach in a bucket and leave half the jacket in there to absorb it for the time it says on the bleach you buy. I used to do this to denim shorts lol.
