Why is my head so itchy?

OK so when I was littler I had lice oh no well after 2 years of battling the little bugs I finally got mad and let my hair get plain nasty.. I mean by the end of it any that may have surrvied the drit of not washing my hair in 3 month or brushing it and then have my mother cutting most of my hair off we burned my bedding and all my old clothes and we bagged up every thing and there was no more.. ok so now I find my head is itchy again but I have bought lice shampoo and there are none.. I have nothing in my hair but dry skin.. looking my head I see black dot.. they do not move just it itches where ever they are .. could it be a fungus? The BLue shampoo for dry skin does not work and I have tried everything under the sun .. I have went through my head 500000 times with a lice comb with oils and differnt things in my hair and all I get it dry skin on the comb.. also some times it feels like a spider or some thing big and bug like is in my hair but I havn;t found one thing in their .. I had my mother check me , my dad and my brother all check my head and they all say the same thing, just wash your hair with the BLue and it will stop itchinh.. my hair stylist would of told me if she found anything and she said I had dry skinand its not good for my hair.. and my mother is having the same problem .. anyone might know what it is and how I can fix it?
