Is Comet with Bleach..bad to clean shoes?

Okay well I want to bleach some streaks into my hair so if I do bleach my hair myself is there anything bad that can happen?

What can I use to clean my shoelaces and make them look reallly white? I dont want to buy new ones because they always end up...
