If she doesn’t know you, then you can’t know her and you don’t love her, thought I’d point that out. you can like her, be attracted to her, even see potential for love. But you don’t love her, love doesn’t work that way, it requires you to know someone in and up, their flaws, all the little annoying things they go and still never want to have to live without them.
Anyways, talk to her, its that simple. Get to know her. DONT TELL HER YOU LOVE HER. Creeps a gal out when guys they dont hardly know says they love em in all seriousness (just a suggestion.) and once you actually know her a little bit and she enjoys talking to you, then get her to consider dating you.
