I don't know what to do..

Okay. So, there’s this guy, and I have known his since preschool. Our first time going out was in 5th grade. We’ve gone out a few times since then. He has cheated on me, and broke up with me every time, but yet I still love him, more than anything. He says he loves me too, but he has had, maybe, fifteen other girlfriends. He swares he loves me, and only “likes” his girlfriends. He says I’m more than amazing, beautiful, his everything, and better than any other girl out there, Many people have questioned him, if you “love her” why not date her. His response is always that he can’t because he doesn’t want to hurt me anymore and/or again. I am personally not that smart when it comes to guys and choosing the right ones, but I really do love him, and if I could, I’d spend my whole life with him. I just don’t know what to do. I’m really confused about if he really does love me, or why he doesn’t want to be with me.
