If by this you are referring to getting the updated version of the Radio Card, you have to help out the guy at the Power Plant and give him back the Machine Part which was stolen by Team Rocket. Then go to the Radio Tower in Lavender Town and the gentleman in there will upgrade your Radio Card. Is that what you were referring to, lol?
