Generally you compact it, either with heavy construction equipment and or vibrating tampers, depending upon the size of fill area, and type of structure to be erected. A lot depends upon the type of fill, and the existing composition of the grade. Structural engineers calculate the density necessary to support structures, based upon the type of soil, among other things. Remember that a tall building can weigh hundreds of thousands of tons…and must be supported on sunken base supports set deep in the ground. Even a small building, say a house, or a small store, built on a slab, or on cement perimeter footing, can place hundreds of tons of pressure. Therefore engineering is necessary to ensure that there is no settling or post-construction compaction which can destroy the structure, and pose a safety hazard as well.
