how does toothpicks work?

people say that 2 paint polka dots on your nails you should use toothpicks, but arent toothpicks like too small? please give me step by step instructions on how 2do it!! thanx!

but you cant get sparkly markers!!! but if you do use markers, I recomend a clear top coat to make it look like your talented with the brush ;)
