A large barrel curling iron and lots of hair spray. Spray a 2” section of hair with the spray and then curl. Do not brush your hair out when you are done, instead just run your fingers thru it.

Get a large curling iron.

If you go into a beauty supply store or a salon and tell them what you want (it helps to bring a picture of the style) they can help you find the products you need.

there are several ways.

a larger curling iron and lots of hair spray.
it can be blow dryed like that with a round brush
you can use hot rollers in your hair.
