How can someone propose a bill to Congress on Federal level?

Doing a project on how a Bill becomes a law. I know you can propose a law on State level of Government by talking to your represenative but on the Federal level of Government how would you propose a bill? As in propose a bill to Congress and the President.

The same way. Write a letter to your US Representative AND your US Senator describing what you think should be made into law. If that is ignored, then write a petition and get it signed by other constituents of the above and send that to them. Use your local talk radio to get the idea out there. You could also volunteer to work for a campaign to get access to the above or one of their confidants.

In short, pester, pester, pester.

If the above fails and you feel strongly about the issue, YOU could run for office yourself. (Providing you meet the eligibility rules of course.)
