How can I get my passaport in mexico?

I kneed to know how to get my passaport here in mexico. I live in manzanillo, colima, mexico but I have been told that I have to go all the way to guadalajara, jalisco, mexico because that´s the closest place that the american council is at. I was born in the u.s. But I had never gotten my passaport because I always passed with my birth certificate. But now I need it in order to go back to the u.s. Please someone help mee!!!
