Why is he two-faced?

I need advice. Im not sure what to do about this guy I’ve been friends with for over a year. It started last summer when we met. We had quickly become close friends and after a while, we realized we had a thing for each other. He would shower me with attention and gifts but he had a girlfriend. By September, they broke up but he wanted to see me. So then, we started hanging out, almost on dates even and ended up fooling around a bit. He even admitted to liking me for a while! However, he pulled back from me and never explained himself, but the texting and talking never stopped. We continued to hang out but I never pushed anything. Now, this summer, we see each other a lot because of work but it seems different. Some days he’ll say we should hang out sometimes and hug me/ joke around with me and other days he’ll completely ignore me and not answer my texts!! Im so confused because im not sure why he would act so different at times if we are good friends. I still continue to hang out with my other friends as usual but how do talk to him about this? I’ve tried ignoring it and letting it go, but nothing changes

Should I confront him with his weird behaviour? Help!!!
