It sounds to me like he either does not like you in “that way” or he is scared to pursue a relationship with you because you are good friends and he doesn’t want to ruin that. They only way to know is to ask him.

I think the best you could do is talk to him and ask him whats the problem… if he likes you and you want to have a relationship well then that would be great, but anyway you should expect that he doesnt like you like “more than a friend” so in case its true you dont get dissapointed or hurt…
