Your question contains verbiage that makes it a trick question – a loan by definition is something lent to you that must eventually be returned. So any loan you receive from the government is money that will have to be paid back eventually.

What you want are government grants, not loans. Grants are “gifts” (for lack of a better word) the government grants to citizens or businesses for such things as education, new business ventures, research, and so forth. These are things that, ostensibly, are in the government’s best interest to fund, because it will eventually pay returns in a more educated populace, improved tax revenue, or what have you.

A list of grants you can apply to can be found at http://www.grants.gov/, but you’ll probably have to come up with a reason more compelling than “I would like free money, please.”
