Does he fancy me?

Okay this is a long one. I really fancy a guy (i dream about him and everything) but I have no idea if he fancies me or not. Last year, in my German and French class (I’m still in school) we flirted a lot and my friends kept teasing me about him. He once even went up behind me and gave me a massive hug (and not a friend hug) and asked me a day later if he could have another hug. For some reason I said no and he never hugged me again. This was about April last year. We still flirted after that, though, and acted like it never happened. But this year, we aren’t in any classes so I hardly see him. I saw him in September and we acted just like we always have - flirty :) ! But since then, whenever I spot him, a 1/3 of the time he will be with another girl. I don’t know if they are going out, as she is often hanging out with loads of other different boys. But, whenever he sees me he will always say hi - once when we were both waiting for our friends he said he cried when he found out that we weren’t in double languages together, and I’m fairly sure he wasn’t joking because he had that goofy not sarcastic/jokey smile on his face. Does he fancy me or is he going out with the other girl? What should I do? I’m really sad to say I’m a bit of a wimp, so I tried to get my BFF to ask him out for my but she chickened out. I’m really sorry, but I’m in year nine so I don’t exactly have much experience in this. Sorry it is so long, but I honestly don’t know what to do.
