The environment variable in windows is a throwback to the DOS days and it was used to preset the PATH to certain folders and programs so that the system knew where to find these folders and files automatically, thus speeding up your programs and where to save the information in these places.

Its still in use today, however widows creates these default locations and folders. You only need to change them if you have a specific program that needs the environment variable to point to its folders instead of windows default variables.
