What is the difference between the term HYDRATING and MOISTURISING?

I was told told that moisterising and hydrating are similar but different.

Hydrating (balances out oilyness and dryness) Mositerising (gives moister to dry skin)

help me get the proper definitions please ^^

Definition of moisturizing

From what I concluded on these websites, hydrating is to restore fluid for balance and mositurizing is to restore moisture for any purpose.
