College confusion

Ok I am a senior in larking high school in illinois. I will be attending college next year but I”d like to have informatjion of what are some deadlines of some colleges here in illinois and why is it so hard to apply for schorlaships it is for me tho..I am retaking my act I did horrible (17) but my gpa is 3.3 is it good? Thanks for our advice and if someones is from illinois what are some good aschools?
