I found this advice on a forum:–

Check the following steps:

1. Has [your CD rom drive x2 and also the floppy drive] ever worked on Vista before? If it never works fine, please also try to connect it to other computers, including Windows XP-based computers. According to this, please contact the manufacturer to confirm whether it is a damaged device or an incompatible-with-Vista model.

2. Based on my experience, Code 10 error is also very possibly caused by legacy drivers for USB devices. Please contact the manufacturer to confirm whether this is a driver problem and require further support.

3. In case of other possibilities, I also provide you a KB article containing a hotfix. Only a few USB device errors with Code 10 may be caused by the this reason. Therefore, I highly recommend you not to try this step before contacting the manufacturer for information in step 1 and step 2:
