Why is China being described as "China, Rising Power"?

Because since 1990, China has experienced incredibly rapid economic growth and modernisation, improved military capability, advances in many scientific and technological fields, and increased influence in world affairs. China is flexing its muscle more and more, as seen by its recent dealings with Japan over the detainment of a Chinese trawler captain, its willingness to conduct exercises in the South China Sea despite concerns from its neighbours, and its ability to persuade several governments all over the developing world not to grant diplomatic recognition to Taiwan. I think many people exaggerate China’s capabilities and also ignore its many social, political, and economic problems. However, there is no doubt China will be a major player on the world stage during the 21 Century.

It’s just the media trying to scare us. Anyone who actually lives in China will tell you they are no where near ready to take over the world. I give it at least another 50 years or 1 century.
