maybe it has worms,
She is most likely trying to “clean” it after using the bathroom. You need to correct her and stop her from doing this if you dont want your carpet ruined one day when she makes a mess. A spray bottle filled with water is a great way to discipline cats and stop them from doing something. Just be sure to check her feces for any signs of worms or anything abnormal so you can rule out a health issue.
Under my cats tail her between her butt cheeks her skin is reddish.

dry skin, bowel issues like “mandyloo” said ^^^, itchy butt to b honest, u can treat dry skin and itches with anit-dandruff shampoo for people, or for animals tht u get from the store, or the icky option wud b to rub an anti-bacterial cream unscented on her…umm… yeah.
