How would you break the ice with someone you have had a secret crush on, but don’t know if he notices you?? Or maybe with someone you have known for a long time, but don’t want to make it weird by telling him/her that you like them or think that they are cute???

There’s a big difference there. With a new person you have to be more subtle… like go up for a short chat. If it’s a person that you have known a long time, it’s best that you tell them off the bat or put it in a humorous way, like “dammit Josh you’re silly, but that’s why I think you’re cute”… or something like that.
