Do "bibliography", "work cited", and "reference" mean the same thing?

Answer #1

A bibliography is basically a listing of sources or books written by a specific author or about a specific subject.

To cite a work means that you have quoted a part of a written work.

Reference used in this case means that you are directing the reader to a source somewhere else, possibly in another book, online, or elsewhere.

So, to answer your question - no, they are not the same thing.
