“They that would give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety.”
It means what it says. Basically, if a person is will to give up any of their rights to have some safety then they ought to have neither. Often this is used in connection with our right to keep and bear arms (2A). However, it applies to ALL our rights and freedoms. Hope this helps.
