Why beggars are not made to pay tax as some of them do earn well?

I remember hearing about this in the news not to long ago. The typical beggar in a huge city like New York averages almost $50,000 a year in free cash. Since money collected by begging is off the books, there is no way to track it. Money that can’t be tracked, can’t be taxed as the saying goes. Anyways it is becoming an issue because some beggars have been busted for tax evasion because they make well over $100,000 a year but never paid their share of taxes.

Respective governments should do something to solve this problem as these beggars being physically fit also earn money without doing much work
