According to the Catholic belief any form of contraception is prohibited, so if condoms are used for that reason (which will in most cases by so), then yes it will be forbidden.

Any form of contraception is considered in the catholic church to be wrong theyre also not allowed sex outside of marriage, so if he is gonna have sex and not married and is saying he cant wear a condom its BS and he just wants sex with no condom

Well yes, that’s pretty much Catholicism in a nutshell. Just look at the AIDS epidemic they’ve helped along in Africa.
