During the process of converting coal to electricity, a lot of water is used…so they need to be located near a large, ready supply of fresh water.

Basic thermodynamics. All power plants require both a big source of heat and a big place to dump heat to make electricity. It’s as essential as inhaling and exhaling is to breathing.
